In 1943 Robert J. Mangum the first Guardian President and one hundred and twenty-five black officer formed what is know called the Guardians Association. Even through it was formed in 1943, the Police Department refused to acknowledge the organization as a fraternal organization. On July 7, 1949 the New York City Police Department finally recognized the Guardians Association as fraternal organization within the department.

   The purpose of this organization is to help defend, protect and ensure the rights of African American Police Officers, Civilians and the community which they serve. It’s first symbol and most distinguished emblem was that of a Black Knight on a Horse holding a flag. This was to commemorate Samuel J. Battle and all the other knights before and after him.
